The Walloon Region did nothing to save this historic building and approved it's destruction. That's how they take care of their/our heritage. And this example is far from being unique ! The same week, we heard that the castle of Noisy was goind to be destroyed. Fifth request for demolition (05/2016)
I just heard from a journalist that the
municipality of Genappe gave the OK for the destruction of the Quatre-Bras farm.
I guess the new request was introduced very discreetly so that no-one could
oppose to it.
It now must be approved by the Walloon region.
I suggestion we write to the Walloon Minister of Cultural Heritage.

rEASONS given by the ministry for refusinG to list the building - and our answer
Some people asked us why the Walloon minister of Heritage refused to list (even a part of) the farm -which is mentioned in the Inventary of the « Patrimoine monumental de la Belgique » (Monumental heritage of Belgium) (Tome 2 Province de Brabant Arrondissement de Nivelles Edition Ministère de la culture française, 1974, 624 pages, 325 illustrations, page 30) . This would have made it possible to save the essential part of it while enabling the development of the project. Moreover, one of the preambles of the refusal of the destruction of the building in 2011 was "Considérant que le bien est repris à l'inventaire du patrimoine monumental de la Belgique" "Considering the fact that the building is mentioned in the Monumental heritage of Belgium" All of a sudden, 5 years later, that doesn't count anymore !
The listing has been refused by the services of the ministry for the following reasons :
- The building - even if it dates from the 18th century ! - shows no special qualities, and there are already other farms of the same era in the region which are listed.
- The farm didn't play an important role in the battle. (sic) The experts said they based their opinion on the book written by Alain Arcq, Les Quatre-Bras, le second prélude à Waterloo, (dans la collection "Les batailles oubliées", Historic'One Editions, 2005). When I said that to the author of the book, he answered that, in that case, "they surely never had opened my book."
- There are already "too many Waterloo buidings" listed.
1) It is not a "Waterloo building", but a building of the battle of Quatre-Bras, and it was the very last buiding of that hamlet. Moreover, no other farm of that battle is listed.
2) There are not "too many buildings listed" and that protection is only partial. That doesn't prevent a listed buiding to be covered with flashy signs, even with giantinflatable bottles.
3) The fact that there are other listed buildings can not be an argument to refuse to list another buiding of the same worth, otherwise, where would that lead us to ? Buckingham palace is protected, so we can destroy Windsor Castle ? That is the kind of reasoning they had.

Again, this project aims at a complete destruction of the farm in order to build a shop and an elderly home.

Already in September 2008, in February 2011and in 2013, we appealed to many of you in order to save from destruction the historic Quatre-Bras farm, maybe the last witness of the famous battle of 16 June 1815 (two day before Waterloo). It is located at the crossroads of the roads from Namur to Nivelles and from Brussels to Charleroi, and also served as a hospital after the battle.
Our appeal met a great success and thanks to your massive response, the project was rejected and the authorization to destroy the historic farm turned down.
Now, again, the owner, a property developer, has introduced a new request to destroy the farm buildings in order to build a shop and an elderly home.
Again, we have to stand up
against this project and express our disapproval of it. We already had some
important support from the French side, but we desperately need British and
Dutch (and other) support too! If some British and Dutch (Napoleonic or
military) associations and museums would care to send a letter to the
"Administration communale" of both towns, we are sure this could have some
impact!
The farm being located at the border of two districts, the e-mails and/or

Third request for demolition 2012-2013
M. Carlo Di Antonio, Minister of Cultural Heritage, has asked his services to examine the opportunity of listing the farm. These services have refused, saying that "there were already many 1815 buildings listed" and "that the farm didn't play an important role in the battle" !

These three letters are slightly different and put the accent on the minister's area of responsibility.
Of course, I have already written, as has the president of the ACMN. And I can tell you the Duke of Wellington in person has done the same thing !
We have 60 days from the day it was officially announced (January 31, 2013). So we have until the end of March.

I have just heard that the government official of the Walloon Region, in charge
of this matter, has given his approval for the destruction of the historic
Quatre-Bras farm.

This means that this official doesn't care at all about its historic worth !
Even less about the fact that the good is mentioned in the inventory of the
"Monumental heritage of Belgium".
He has taken none of our 2008 and 2011 objections into account.
Genappe has introduced an appeal, but this has nothing to do with the historic
aspect of the place.
This means that our two victories of 2008 and 2011 will have been in vain.
If a project is rejected, it's enough to reintroduce it until it is accepted !
It's that simple.

IMMO RPM went in appeal but was ruled out. The refusal of the demolition was confirmed. But in the meantime, the building goes on deteriorating.

The "Collège communal" of Genappe has given a negative advice, even if they agree with the principle of the building of a home for the elderly at that place. The negative advice is, among other things, motivated by an absence of guarantee on the future use of the place and by the negative advice of the fire department.
The government official of the Walloon Region, in charge of this matter, has rejected the request.
We are very glad that he mentioned,
"Considérant que le bien est repris à l'inventaire du "Patrimoine monumental de la Belgique".
"Considering the fact that the good is mentioned in the inventory of the "Monumental heritage of Belgium"
However, this doesn't mean that the farm has been saved, because we suppose another request will be introduced. To be continued...

Only a few weeks after the theft
of the
Christ at the Hougoumont farm and of the
commemorative stone on the south wall of the Quatre-Bras farm, we can not
allow the new act of - what some of you very eloquently called – " historical
barbarism" to happen.

This commemorative stone on the southern wall has recently been stolen. The stone has been very "carefully" cut out and taken away. The theft probably took place around mid-December and a car with Dutch licence plate has been seen by witnesses. Moreover, a part of the roof was blown away and water infiltrations get worse. A request by the burgomaster to cover the roof with a canvas sheet remained had no effect.

What's the current situation

The Mayor and his deputies, as well as the local government technical official and the representative of the Ministry of the Walloon Region have rejected the request for destruction as brought in by the property developer.

So this is an important positive point. We have won the
first battle, but the war is far from over. We must stay alert and remain
mobilised, because the property developer will surely bring in a new projet.

Dear Friends,
Another witness of the Napoleonic era is about to disappear. I just heard that a request had been brought in for an authorisation to demolish the famous Quatre-Bras farm, at the crossroads of the roads from Namur to Nivelles and from Brussels to Charleroi, one of the last witnesses of the famous battle on the 16th of June 1815.

It is not too late to intervene, but it is time, and well worth trying.
If some British Napoleonic association would care to send a lettre to the Communal Administration of Genappe, we are sure this could have some impact !
